If I use the collection to craft a precursor and then make the legendary, will the legendary also be account bound like the precursor? Or will I be able to sell it on the TP?
Not one of the new HoT legendaries.

All precursors are identical, regardless of how you get them. And all legendaries are identical regardless of what was done with their precursor first.

So yes, if you make a precursor through the collection it will be bind-on-equip and you can sell it, or keep it. If you keep it you can equip it (which will make it soulbound to that character) or just leave it in your bank/inventory.

And even if you soulbind the precursor the legendary will still be unbound and tradable.

The only exception is the new HoT legendaries where both the precursor and the legendary is bound as soon as you make it.
