It’s called diviner armor in game.
You can buy it with badges of honor from WvW armor vendor.
I have no idea if we can get it anywhere else since I was never interested in this outfit.

The Whisper’s Armor looks Dervish-y to me for female light armor users ( other than Charr and Asura ).
