Start your own LFG for CoE, especially for story mode to unlock the tracks. It’s hard to imagine you can’t find others to join you.
People do dungeons all the time. Any time my group has offered a spot to PUG, it’s been filled so quickly, the LFG doesn’t get a chance to be seen by anyone else.
Your PvP and WvW tracks can be unlocked by doing story mode once. Most people find story mode a lot easier, so you could probably get away with fewer than five in your party. They are also temporarily unlocked for about two weeks every so often.

The OP doesn’t say if they tried making their own LFG listing.
I keep making that mistake, including when I needed to do Arah for my legendary. I kept looking at the LFG section and seeing nothing or seeing groups I wouldn’t join (like speed runs) and thinking I was stuck.
When I finally decided to just try making my own listing it filled in about 10 minutes and I was able to get all the dungeon tokens I needed. Even if you can’t get enough groups together for multiple runs it should be possible to do story mode once to unlock the reward track.
And if for some reason the LFG is really not an option try asking your guild. People are often willing to do things to help a guild member out even if there’s no benefit to them in doing it.
