You used to get them when the Bazaar of Four Winds living story was going on. I could be wrong but I don’t think there is anyway to aquire them anymore.
You’ll have to wait for the Bazaar to come around again I think. I’m pretty sure none of the scraps or boxes were tradeable.

Per the wiki, scraps can only be obtained from Kite Fortunes, as you posted.
On the Kite Fortune page, it states: ‘Kite fortunes no longer drop.’
Though, it also states you can buy Kite Fortunes in the Gem store, that information is, sadly, out of date.
The promising news is, The Bazaar of the Four Winds is expected to return at some time in the future, so you may have the opportunity to acquire more scraps at that time. =)
Inculpatus cedo is right, also if you read the patch notes from the last major patch, they said that a merchant would be coming looking for relics from Tyria’s recent history. I could be mistaken in this belief, but that could mean anything since Flame and Frost started, possibly including fortune scraps.

Well, as she is looking for relics from Tyria´s recent history, i would say that you can trade them in with her, not that she is offering them.
