Buy PoF – at the end, just before you put your payment details in you’ll have an option to add HoT for a lower price than normal.

a follow up question: how do you even get HOT on an account which doesn’t have it?.
it is not available for purchase on the shop side as POF is the only available choice

You can also just go to the shop, select HoT instead of PoF and then pick the Standard Collection (HoT+PoF). That’s in case you want standard PoF and NOT the Deluxe / Ultimate versions.
