Q:
global world chat and in-game voice chat ?
Wouldn’t global world chat be a bit much. I don’t need to hear about the Troll champ being up in Frostgorge if I’m in Bloodtide. Or if I’m doing the daily map events, seeing chat saying, event here (with waypoint ping) from a map shard I’m not on. Even if I could party up and get on that shard, it’d be over before I got there. If I’m in the Silverwastes, I also don’t need to hear people calling out that Indigo needs help, if it’s on another shard.
An ingame voice voice chat with multiple channels would be great though.

I don’t think global chat would make sense now that the megaserver update made servers obsolete outside of WvW. PvE maps (and PvP) are shared with everyone in your region (NA or EU), and everything else was already cross-server, like guilds and the Trading Post.
So being able to talk to everyone on your server, but only your server, would be a bit of an arbitrary grouping, and having a single chat channel that every single person in the region can see and use no matter where they are would most likely lead to it being spammed so much it was unusable, or being completed avoided because people assume it would be full of spam.
But I also can’t think of a practical use for one. Big events like world bosses are on a timer and synchronised across all maps so it’s not like you need someone to tell you it’s happening and for organising maps/groups for other purposes (like organised HoT maps) we already have the LFG tool which avoids spamming everyone who isn’t interested.
All I can think of is maybe WvW commanders might occasionally find it useful to be able to pass messages between maps, if they need more people for example, but in that case it would make more sense to make it WvW specific rather than game-wide.

I’m ambivalent about voice chat and general global chat. However, user defined/managed global chat channels would be great.
it’ll be manageable so if someone don’t like the global chat he can put it in another tab so he can check it if he wants to, and map events should stay in map chat so ppl don’t spam map events in global chat and it should be limited to the PvE map and one world, and now you mentioned it a global WvW chat will be great too, for commanders to sync with each others. believe me you have no idea how cool to have a global chat in the game, I’ve been playing another MMO for like 5 years we had a global server chat and it’s just so great

However, as a blind player I fully support all notions of in-game voice chat. I also play EVE Online as I’m familiar with the UI on that game as well (also easier for my screen reader) and the in-game voice is well structured and absolutely amazing for me.
Still though, I fully understand the hesitation and counterpoints to in-game voice. I only want it for purely selfish reasons.

So if it’s PvE only, just for 1 world (not the whole region) and not for sharing map events what purpose does it serve?
You’re right that I have no idea, I haven’t played a game that had this. But I’m really struggling to understand what the appeal is, beyond random conversations with even more people (potentially) involved than a guild. And guild chat can be hard enough to keep up with in large guilds, or even medium ones with chatty members.
Also as I said I don’t think it makes any sense to make it server specific if it’s only for PvE because servers basically don’t exist in PvE any more. All maps are shared between all servers in a region. You have a slightly higher chance of being grouped with people from the same server if you’re on a busy map at peak time (in other words if there are lots of maps for the game to choose from) but it’s a long way down the list of priorities, behind grouping you with people in your party, on your friends list, in your guild and maybe a few others. And if it’s not busy enough for there to be a lot of different maps everyone will be playing together regardless of which server they’re from.

I don’t think that’s selfish and I’m on pretty much the opposite end of the spectrum.
I almost never use voice chat. Actually I never speak on voice chat because I don’t own a microphone and don’t think the rare times I use it are worth buying one, but I very rarely listen to it either. A lot of the time I don’t even have the sound on when I’m playing because I’m in the main room of my flat and it’s usually pretty noisy with the TV on, people talking etc.
So voice chat has very limited appeal for me (and I’m a stickler for subtitles in cut scenes), but I think you have a perfectly valid reason to want it, and I can see how it could be useful for other people too.
Just as long as it’s not the only option. Ask people playing Elder Scrolls Online on consoles how that goes.
