As stated, Anet doesn’t get involved in guild politics. Your only options are to start a new guild, join another or hope the guild leader comes back and promotes one of the active players.
In GW1 if a guild leader didn’t login for a specific length of time the position would be transferred to an officer who was the longest serving, and still active. Strange how GW2 did not have this.

Actually it’s the officer that most recently logged in, regardless of time in the guild. Just experienced that a few months ago after I went inactive. But yes, GW2 should also do that

That caused as many problems as it solved sometimes.
Essentially, this is a social issue that cannot be reliably resolved by technology. Guilds need to take time to set up a succession policy that works for them. With enough size, guilds should have several (trusted) people with full admin privileges who can administer lower ranks. Then it’s always within the guild’s control.
In GW1, if every officer took a break for 30 days (as happens with older guilds), then the first one to logon takes over…and there’s no guarantee that person would be the first or even last choice of the guild.
tl;dr the guild should set things up so that it doesn’t matter if the GL/founder stops playing because one-size-fits-all game rules usually don’t fit.
