Is the bag slot expansion in the gem store for all characters on my account both brand new and old

the bag slot expansion is for one, singular, character of your choosing.

And once assigned it can’t be moved to another character. Delete that character and it’s gone.

And you have to buy the bag at about 12g or so if you want to max out your bought bag slot for your one character.

Cheap 20 slot bags are easy to come by. Collections, Fractals and Corn cobs are just some of the easy ways to cheap bags, might check WvW I think you can get bags there too.
