(help) What am I missing to place Walls?

Hi there.
I just updrage guild arena Walls that unlocks the NPC that allows you to enter the arena as decorator. Although I can’t place the walls. Why? Says I have 250 of each type of wall.
I quadruple check guild rank permissionsm, and read all tool tips.
What am I missing?
