They’re a gemstore item but not currently for sale. Check the gemstore each day the rest of this month. They may bring it back during their month of March sales.

I know someone linked a Reddit thread with a chart of gem store items and when they were last available, but I can’t find it now. Seeing when the black wings have been for sale might give some vague idea as to the cadence of their appearances.
