The forum rules don’t allow posting other players names like that. It’s called naming and shaming. You’ll need to delete the picture or cover up the names.
ANet may give it to you.
Pretty sure intentionally making your team lose isnt allowed.
Being stupid enough to do it this way and admit it in chat is very awkward though.
If I want somebody to lose I will make him lose without getting “caught” or making it quite as obvious.

i had a person sit at spawn for 6 games he or she was not afk as she talked in map just fine and even went through the spawn teleporter and sat down , really need an option to report

AFKing in a match is certainly a reportable offence. I’m fairly sure that A-net have said before that the best way to report an afk/leecher in PvP is to report as botting.
You could try to contact support with relevant screenshots/chat information if this also supports the case.
Leaving a PvP match, however, is not reportable. When you leave a PvP match during play, you will get a debuff “dishonour” (http://wiki.guildwars2.com/wiki/Dishonorable), which is A-net’s way of punishing the majority of players who cause problems.
Of course, people who just camp at respawn (and move around enough not to get auto-kicked) are still invulnerable to the above mechanic, so reporting is the best way to deal with them.
EDIT: Just wanted to add, I think the reason why they haven’t added n “AFK” option to the report drop-down is because including it would result in abuse of the option along with a huge increase in the efforts/resources from CS/Moderation.

Making an “AFK” report option accessible will mean it will be abused. A lot of sore-losers will likely use it on the enemy team or even their own team.
I can also imagine people using an “AFK” report option in other game modes, which would mean that this report function would end up being used outside its intended use.
Of course, A-net won’t punish somebody if somebody wrongfully reports them, but it still means that A-net will end up with a much higher pile of reports to filter through

I doubt that’s it’s bannable, at least for first offense or they could be banning people who afk’d to deal with something in real life one time and didn’t make it back. Much more likely is a series of escalating suspensions, 72 hours for the first one and then increasing hours for each offense, up to a ban for repeated offenses.

Afking in a match counts as match manipulation, is reportable, and if you make a habit of it could be grounds for suspension/banning.
