is it possible to redistribute skill points?
By level 80 you will have unlocked them all, so just keep going.
It really doesn’t take long, two of mine hit 80 on Saturday (from mid-60s and mid-40s). I don’t care for leveling a Mesmer, so used crafting for about 20 levels.

By not playing casually. If you log in only for an hour each day and do a few hearts, explore a few areas, of course you’ll level slower than someone who sits down for 10 hours and completes an entire map ( which includes hearts, points of interest, vistas, and maybe a few events here and there ).
There are a few ways to speed up levelling significantly, including the usage of experience tomes from Black Lion Chests or PVP/WvW and crafting with a booster, and doing quests/events with an experience booster. Just as an example, popping an experience booster and exploring each racial city – Hoelbrak, Divinity’s Reach, etc. – can give up to 9-10 levels if you do it on a low-level toon. Also, doing your personal story at levels 10,20,30 and so on will give you a sizeable amount of EXP.
Forgot: many merchants in the cities will sell cheap food that gives a 10% experience boost for each mob you kill, so that even at low levels you should be able to afford a stack of 10 or so. Munch one, read whatever quest you’re on. Most quests have various ways of doing them; if you can, and care for the EXP, always do the mob part.

Yes, two +10% “food” buffs, a celebration booster, and an XP booster (which includes a killstreak boost). Clearing zones, killing everything, harvesting everything. Many yellow critters or monsters off the beaten path give huge bonus XP. Doing events and hearts, of course. I don’t save tomes and writs, so use them as soon as I get them, and I think I got a few from login/dailies over the weekend.
I’m a certified hoarder, so low level crafting costs me virtually nothing and nets some bonus luck when I salvage what I’ve made. Between the two toons, I probably gained 30 levels that way.
And no, that all didn’t happen in an hour.

Why level so fast? If it’s your first toon then you should spend the leveling time learning and exploring.
Leave the powerleveling for after your first 80. Besides powerleveling gets much easier after you get your first 80

I totally forgot about those 15% boosts and I have a bunch sitting in my bank!
I don’t normally blaze through levels like that. The first character was an engineer, and I was in a hurry to get to 80 to test the build I wanted to run. The second was likewise for a new build, but a Mesmer, and I find mesmers difficult at lower level. So chose to polish off both of those quickly.
Then I promptly bought a 22nd character slot and created another ranger.
To clarify the original point: There is no way to redistribute skill points. Once you’ve spent them they’re gone.
But getting to level 80 will give you enough points to unlock all your skills and the basic specilisations. Collecting points on the map will give you more and if you get all the ones on the HoT and normal maps you’ll have more than enough to unlock everything.

If you want more choices by unlocking more Traits/Utilities, etc., you can concentrate on Hero Challenges, and will earn enough Hero Points to unlock everything (non-Elite Specialization) even before you attain L80.
But, as others said, no need to rush. Enjoy the journey; it only happens for the very first time once.

Also don’t forget Hero Points around the maps, they can help you a lot by not being solely dependent on the Hero Points you get from leveling. Since everything gives XP, explore everywhere, map complete, gather all nodes, rez all fallen, and target critters off the beaten path as they gain XP the longer they’ve “lived” since spawning. Any food gives +5% XP.

No way to redistribute your hero points. But as others have said, you get exactly enough points by the time you’re level 80 to unlock all your skills and core specializations.
If you have the Heart of Thorns expansion, you get access to an elite specialization at level 80. But, you have to unlock all of the core specs first before you can start putting points into your elite spec. So at level 80 you’ll have to run around and do hero challenges throughout the game to unlock it.
The thing is there’s way more hero points you can get than what is needed for your elite. My Ranger has the Druid elite spec fully unlocked and I’m sitting on over 200 hero points that I literally can’t do anything with since I’ve unlocked everything.
Originally when HoT launched we had to get every single hero point in the game to fully unlock our elite spec. They reduced the amount of points needed and we wound up with a ton of extra points. However, if they come out with a new elite specialization in the future, I’ll have a big head start on it for my Ranger at least. So keep that in mind.
Edit: Hero points and character bound, so if you want to unlock your elite spec for more than 1 character, you’re gonna have to do hero challenges around the game on each one you want the elite spec for.
