(lack of) Combat Dodge wasn't fixed
I think in this instance it is a playstyle issue more then a bug.
When I am playing, I don’t just randomly hit the dodge button. I do movement based dodges, so I am picking and choosing which direction I dodge so I can be positioned better.
Now doing this, I am never caught up in any of my lock down skills, warrior HB or ranger sword auto attack motions. When I first started playing, this was one thing that drove me crazy with my warrior, but as I played and picked up on other options it didn’t become a problem.
While I agree with you that a dodge should cancel out those skills since a dodge is still a movement, ANET may be looking at it from a different point of view since you can do the movement dodges.

Sort of, maybe
As a warrior I play without targetting, as it works better to get used to the size of your swings and position yourself as such, kind like a zelda battle.
I’m not saying I haven’t gotten used to it myself, I already adjusted myself to the bad dodge, so it’s more of a QOL issue than a broken gameplay thing. nevertheless I still hope they someone make dodging possible when casting a skill, auto-interrupting it
Dodging is a combat action, like any other. Nearly all skills have some sort of cast time (non-elite shouts being a notable exception); any other action can interrupt that cast. “Cast time” in GW2 applies even to professions that might not be considered casters in other games, e.g. Warrior skills have cast times, too; even chained elements of auto-attacks can have cast times.
Near as I can tell from the description, that’s what’s happening in the OP’s example. It’s part of the game’s balance that we can’t dodge whenever we choose and cast whatever we want; we have to choose.
tl;dr I have to agree this is a playstyle issue.
