please tell me if you are testing out for a new level cap in the nea future or if this was just a bug. it was dropped from a world event chest. the player who had gotten the weapon name is basi if this is some sort of gamemaster or somthing please reply telling me so

It’s exactly what is says, there were test weapons from alpha they used to test scaling, and some lingered inside the code after release. However, you can’t actually obtain any of them, only the link codes exist, he’s messing with you.

However, concerning the level cap, ANet has already stated that the cap will be increased with expansions unlike in GW1.
