lower level areas have better higher level drop loot then when i was in the level 80 area .so there is no reason to go to higher level area for loot when i can get better loot in the 1-15 level area by 10 fold.they have it backwards

Not true. While you may gain some more lvl 76-80 equipment due to RNG, a reason to stay in higher level areas are T6 Materials (Powerful Blood, Crystalline Dust etc.)

They simply made it a bit more rewarding to be in lower level areas as well. They did not get it backwards.
