My suggestion is guilds created by Anet to move more content to players directly. Basically, Anet would create some specialty guilds (and increase the guild limit) based on in universe entities such as the Lion Guard, Zepherytes, Modus Sceleris, etc (maybe even some race specific ones). These guilds would have an unlimited roster and deliver content directly to its members. They could start new and unique world events and have a chance at special rewards (like custom gear, consumables, or colored titles). Maybe randomly throughout the day the NPC guild leaders could send a mail to players actively representing the guild to meet them at x location to do some special mission.

Anyway, just a thought I had. Hope it at least sparks some ideas or something.

Funny that you come up with this
My guild has actually been doing this, and we just launched our first cross-server-wide(EU) Season. It seems we’re the first to do this too. We’d really like to see more players show up as well, and even though we don’t have actual content creating tools, we’ve been doing great with intertwining our story with Tyria and the Dynamic Event System.

Would certainly be great for that to happen, as it’s not just ANet that makes a Living World(Which is one of their concepts, along with the Living Story), but actual Players also make a difference. It would be truly fascinating to see all these different stories from different Guilds happen across Tyria, and maybe even bring them together in an official LS update!
