Where does luck have effects on?
Does it has effect when you are mining.
Does it have effect on the mystic forge?

Luck only affect drops. Not chests, or mining, or the mystic forge, or anything else, really. As far as I know.

Magic find only affects drops from monsters. Does not affect the mystic forge, chests, bags or nodes.

Your server WvW bonuses do affect mining and harvesting nodes in addition to extra gold from monsters. Mouse over the castle icon to see the percent (higher towards end of match as more points are earned).
