Do you have the Mistward Plate Collection unlocked? That may be a prerequisite.

You could try a different character.

You can try a -repair of the client, in case of corrupted file(s). Instructions found in the Knowledge Base accessed via the ‘Support’ link above/below and ‘Search – Repair’.

Could it require some mastery? Can’t remember now, but it might possibly be the case

Just to double check – did you check all tabs on the vendor? It should be on the third tab – “Collectibles”.
Edit: this tab needs Nuhoc Language mastery unlocked.
