Sorry if this has been asked before, but why do we slow down when in combat? It is counter-intuitive and can be rage-inducing when trying to flee? What was ANet thinking?

exactly that you have to think about it before entering a fight .. can you win it or not?

and so that clever use of movement skills and teleports is more important but also more rewarding

It is just a dumb mechanic (one I have gotten used to but continue to swear at).
