He probably meant armors you dont have to buy. But yeah, your point equally valid.
Pretty sure he meant actual content additions, you know new stuff that isn’t real cost, RNG or temporary..

Warriors are those who choose to stand between their enemy and all that he loves or hold sacred
It’s tough to make 6 armours for sylvari/human/norn and 3 for asura charr. Takes a long time.

That’s the trade off that we suffer for having non standard character models (asura and char).
In games like SWTOR you only have one model and everything is just a re-skin of that model so they just have to make any new armor work for that 1 model and they are good to go.
In GW2 you have separate male and female models for Human/slyvari/norn and then separate models for charr and asura. That is 4x as much work for each set of armor.
Hopefully they are working on some more models that will be available through other means in the future.
In GW1, they released new armors with the paid game expansions. Expect that to probably be the case in GW2.
