Been hunting for the better part of half an hour to no avail. Was the juvenile Jaguar in Metrica Province removed?

I heard reports that some juvies were removed in Queensdale as well.

Probably because the ranger doesn’t get access to f1 skill until lvl 7 (i think, could be higher) so there is no point in those mobs existing.

Since rangers are unable to switch to another pet, even if they get one, for several levels, ANet removed them. For your own good of course.
