They always do it that way. Why would you make a whole new thread for a one liner patch?

They’re not hidden. When a new post is added to a thread, the thread is highlighted on the list of threads. They only start a new thread when they’ve done a big patch (not a hotfix).
If the way they post patch notes on the forum bothers you there’s always the Wiki, they list them all equally:
