If they were around 24/7, people would just save up gold to buy them (exchanging gold for gems). If they were up for limited times at unexpected times, then people who want them would spend cash to buy them quickly if they don’t have gold stashed up.
You hating changes doesn’t make the changes bad not does it mean everything is ruined. I personally love most of the changes and the ones I don’t I am neutral towards (ie., doesn’t matter much to me).
Why would you EVER remove them from being able to be purchased?
Pretty basic Marketing ploy…google “limited time offer”.

I’ve gotten taken in by Limited Time Only as well, partially because, well, I wanted the pretty thing and to support the game.

To take a look at it from the other side: I’ve been thinking for a while about buying another bank tab. I’m not entirely sure I really need it, I could probably get rid of a bunch of stuff (like remembering to use the boosters) and then have plenty of space. But it might be nice. It would make it easier to organise things.
Today I see that bank tabs are on sale and I think “maybe I’ll get one today” but I’m still not sure. It’s only 20% off, not a big deal if I miss out. Or I could wait for the next sale.
That maybe might one day turn into a sale for Anet. Or it might not. I might never get another bank tab.
Whereas if I felt like now was my only chance, at least for the next several months, I’d almost certainly buy one rather than hesitating and risking missing out all together.
That would be a bad approach to take with bank tabs because they’re about as close as the gem store comes to essential items. I know very few people who just stuck with the original one (and most of them do it out of stubbornness, or to see if it’s possible). Anet know most people will buy them as they need to with little/no additional prompting.
But with infinite gathering tools, which are more of a novelty? It’s a very effective way to get people past that hesitation.
With the right set-up a sale or limited time offer can even get people to buy things they don’t want at all. 3-for-2 deals are often intended to work along these lines. The products included are very carefully chosen so that most consumers will end up with 2 things they want and one the store would otherwise struggle to sell at all.

I, too, am looking to get the perm tools. I have the dreamcleaver axe, but no pick or sickle
