Yes, a max level character still receives experience. The achievement must also be completed without changing zones or logging out.
Unless they changed this at some point, you can do it by crafting in LA, or I guess in any other city as long as you stay in that city until the achieve dings. I got it by accident leveling jeweler way back when, I think by getting about five character levels through crafting xp.
