if you equip a precurser (storm in this case) can you still craft it
into a legendary?

It will be soulbound to the character you use it on, but all the other components are account bound so that shouldn’t be a problem – when you’re ready to make the legendary just move them over to that character.

The legendary will be exactly the same as if you hadn’t used the precursor, meaning if it’s one of the old ones it will be tradable until you equip it (or unlock the skin) and then it will become account bound. If it’s one of the new ones it will be account bound as soon as you make it and will remain account bound.
