have an item option to allows items that seem to be useless like some tonics or piles of glittery dust etc to be converted into any of a few more useful ‘recycled item’ types. some recycled items may require more than one preceding item to create. in addition, have another option to recycle the items into recycle points that can be accumulated to be spent on ‘other’ things lol (to be designated).
this would help people be less remorseful for scrapping things and hopefully reduce pack-rattage, also there’s a recycle theme there too.

I’m not positive, but I think what you described at the start of your post is the Mystic Forge.

That’s exactly what the Forge is for, as Palindrome said. Sure it takes a bit of effort to do so, but it’s there. You can always vendor the trash that needs to be vendor’d, and the Bloodstone Dust, Empyreal Fragments and Dragonite Ore can always just be destroyed. You get those all the dang time anyway, so there’s no shortage of them.

this is to help replace destroy with something more useful.

or maybe a trash bin that can return items back or empties after a certain period.

Sadly that’s the nature of things, though. They have made a solution to this, though, in the form of Mawdrey (bloodstone dust) and the Star (emp fragments) so they’re catching on. Honestly, though, it should stay just with the three biggest contenders for useless bag filling (bloods, emps, drags). The rest can, 99% of the time, be vendored, and the stuff that can’t isn’t even worth vendoring anyway.

Just follow the Monster Hunter rule of: If you don’t need it, sell/destroy it. The inventory space is more important than hanging on to a hunk of junk (Garbage, useless piles of Jaggi Scales, etc.).
