Not by this much, I also play a guardian at most times and there is no way this is normal speed. This one was taking 4 or 5 steps for every 1 step I took with Windborne Speed on. It seemed to be micro-jumping with each step.
Did you see any movement enhancing skills he used?
If not, you report him by left clicking on his character, then right click on his image next to his health bar and select “report”. Choose “botting” as report reason and click send. Done.
Super speed is something some professions can apply, but rarely more than a second or two. If it goes on more than that, something might be suspicious.

super speed is still capped at only +33% normal speed. the only reason it’s superior to normal swiftness is that you still run at that +33% normal speed even in combat. Out of combat forward run is 300 u/s, in combat is 200. swiftness makes these 400 / 266. superspeed makes these 400 / 400. superspeed and cripple will cancel each other out, so you’d have 200 in combat.
