I’ve never not done it. Any time I’ve gone, whether organized or not, we killed him.

Just remember that if you fail 100 times in a row something is wrong with the population.
Are you showing up right before the event starts? because the latecomer maps tend to be less good. I’ve had a map lose to him once, perhaps you have just been unlucky.

I agree with Demented Sheep. You should try to get to the map earlier. Stand with the group near the WP and look for tags while reading map and local chat. If it looks like the map is organized, stay. If it does not look like the map is organized, then you have time to try and get to another (better organized) map.

It’s a planet called Earth. Pretty nice planet, loaded with all types of interesting things.
That said i’m not sure why you’re questioning where i’m living instead of why you cannot kill a loot pinata.
Even the so called “organized” map may or may not succeed. It’s not enough to have someone with a tag telling people what to do. If people are not interested in doing the right things, it will fail.
And my experience is that a lot of people are not interested.
I was lucky enough to get the meta achievement, I won’t go back to the map until Anet makes some changes.
I love the new Shatterer! It beats the holy heck out of the way it was before.
As others have said, a lot depends on how well the event is organized, and whether players are doing what needs to be done. I’ve only seen the event fail once, and it was because players weren’t destroying the Pulsating Crystals fast enough, allowing Shatterer to heal.

Also, look out for any “CC maps” either on lfg or map chat… it indicates better organization so they will very likely defeat shatt, even if they don’t succeed in CC-ing him.
Shatt can fail with full maps. Individual skill contributes disproportionately to the fight in terms of the break bar in the healing crystal phase. With enough people who do this expeditiously (whatever that number is), the fight is easy. All anyone else need do is damage. Without such people, Shatt’s not going down. Since breaking the break bar makes or breaks the event, knowing how to do this is a good idea — if you want to beat him.

Yeah that’s why it failed on my one as well. If you want to take an active part in helping the map succeed you could mention in map chat that you have to use CC on the Crystals to get rid of the break bar and encourage people to equip CCs skill. You can also call people to the launch pads a short time before he tries to launch and tell them when to use them.
You can’t get the auto attack “someone else will sort it” mob to do anything else but hopefully enough people will listen.
He is just another worldboss who doesn’t bother me anymore.
I’ve had more victories than failures, and as mentioned above, the failures were all 100% due to nobody bothering to explain any of the mechanics. The most recent was a map I was in for 35 minutes before the pre-events, and we had a commander who didn’t actually say anything and a bunch of apathetic players.
On the other hand, one night I slipped into a map during pres and some random was explaining Shatterer’s breakbar, timing, and what specific CC skills to use on the healing crystals and we got the meta achievement with no problem- it was as easy as old Shatterer and a ton more fun. So educating yourself and sharing the information definitely works, even on a WBT zerg who hasn’t been given food and banners in exchange for their active involvement.

Show up early
Look for organization.
Know your hard and soft CC skills.
Listen for call outs to use CC, and be prepared to use CC on the Shatterer and healing crystal break bars.(head to launch pads when directed)
Use the launch pads(if you have HoT) and glide, especially for break bars.(Glider bombs have good CC & DPS)
tl;dr – Find an organized map and follow the commander’s/leader’s instructions.
