There are actually a whole lot of emotes that aren’t available in GW2 that were in GW1, it would be nice to see them all return.
The pvp community reminds me of what Obi-kittenenobi describes Mos Eisley as from star wars.
would even pay some gems for a permanent accountwide unlock of these emotes…

Because it is a hostile emote and causes a lot of negativity. That is why /laugh have you laughing with the targeted player instead of at them.
