I cant change my number 8 skill in the utility skill section since patch can anyone shed some light on this for me am level 18 at the moment.

As far as I know you will have to wait till you are level 24 to change it.

wow thats really outrageous this patch is messing with everything .

That happened to me too, but somehow I could change it and… My whole skillbar unlocked, elite included.
