as the topic says im asking when is this runes actually geting internal cooldown, notice im not trying to debate if iether is op or bad, necesary to have it or not, i just wana know when this is happening to see if they are worth buying.

pls don´t make posts about this rune set being weak and that it doesn´t need an internal cooldown cause that is not what the thread is about

Nothing has been mentioned that I know of, but for my part I hope never. It’s the only thing that makes condition damage worthwhile on my Guardian. Haha.

Think about it, it applies confusion on interrupts, all of which prevent you from taking action for a period of time, which ironically prevents the confusion from ticking. Putting an internal CD on them would overlap with the period of inaction if too short, and be virtually unnoticable; and a CD which is too long will prevent any stacking at all with longer stuns, and a condition you can’t stack is worthless. That’s probably why they didn’t put one on in the first place like most of the other proc runes.

In reality the duration of the confusion just needs to be lowered, possibly by as much as half, that way it will still be effective on selectively used interrupts but not when spamming a long string of interrupts together.

And frankly, I don’t know how ANet tested this in the first place, but anybody who has ever actually played the game for any period of time as or against a mesmer could have told you ten seconds was way too much.
