This. You have to physically walk through the portal in either Verdant Brink or Auric Basin to start the mission to claim your guild hall. One person can’t do that alone.
Once your guild hall is claimed it’s yours and you can enter through the guild panel, but those without HoT will not have full access to everything in the hall. So the person building & maintaining the hall will have to have HoT.
You can have non-guild members help to capture a hall I believe. So technically they could still capture a guild hall without the help of guild members, yes? Which means they could very well still access guild hall without anyone having HoT?

You can access your guild hall from anywhere in Tyria, so I don’t think the guild hall would vanish or anything.
So in Theory; your one member with HoT has to be the guild leader, ask help from allied guilds or friends with HoT to capture the Guild Hall. If he leaves the Guild Hall is still conquered by the guild, you just cannot upgrade.
If a guild had one member with HoT and many non-HoT members, it can build a guild hall, right?
What if that member subsequently leaves the guild?
From what I’m seeing, you’re not saying that this has happened yet. You’re just asking as a question, what happens if the sole HoT member leaves.
Assuming your guild is captured and upgraded, you’ll keep all that. People can still go in and out of your guild hall. Non HoT members will not be able to interact with all the NPCs merchants in there. You should be able to do missions though and get favor though it’s probably going to be more like any guild without the HoT.

Instead of letting players upgrade and customize their home instance as in other MMO, ANet’s answers are adding these features to a shared instance with guild in mind and known as Guild Hall.
Unlike home instance ANet gives it to everyone with no fees attached, Guild Hall requires guild members to earn it, starting w/ 100 gold. After you claim the land, you can put buildings and structures on it. However, it cost new currency, favor, which could only be earn through guild missions.
So to OP question, you can claim a guild hall w/ non guild members. However, one man guild unlikely can earn the new currency for the upgrades.
If you are solo leader and leave the guild, no one else can access your hall because non-member can only access through ferry using the party or scout UI.
