Like the title says above, iv looked for this vendor everywhere in Vigil keep and cant find him, anyone else seen this person

Try Divinities Reach, right where the TP vendor is. You will need your soulbound gathering tool in exchange for the account bound one. Hope this helps

i found it, you have to have the tools in your bag and youll get a new tab to trade them
