stacking sigils.....really?
Put one in one of your water weapons. Problem solved.
Edit: I don’t lose my stacks when I switch from one Bloodlust weapon to another. If you think you’ll need to use a particular weapon, have it pre-set as one of your equipped weapon sets so you won’t lose your stacks.

You have to have at least one weapon with sigilof bloodlust equipped to not lose the stacks.
So that means that your underwater weapon has to have a sigil and well, if your second weaponset has got a sigil of bloodlust as well, you can swap the first without losing the stacks.
What I’m trying to get at is why do I even need to buy a second sigil for underwater? Because it’s a different weapon set ok cool so when I leave the water why can’t I keep the main weapon stack I had before I went in and save myself a few gold buying another?

When they made this change, it was to make it so people couldn’t get a set of stacks, switch to a weapon without the same sigil, and still keep the stack bonus. When you enter the water, you’re unequipping your terrestrial weapons; when you leave the water, you’re unequipping your aquatic weapons. Thus, the charges won’t carry over unless you have one in both the aquatic and terrestrial.
So, either get a Bloodlust sigil for one of your underwater weapons, or continue playing as you are now.
If you are switch weapons around after you have stacks you need to have a bloodlust weapon in the weapon set you’re not manipulating. If you have a bloodlust staff in your second weapon set you can switch around weapons in your first weapon set without losing the stack.
So if you don’t usually carry a bloodlust weapon in both weapon sets, you’ll have to put a bloodlust weapon in the alternate set temporarily while you manipulate the weapon set you want to change.
And yeah underwater combat won’t really be much of a thing until we join the quaggans in a few years to battle the deep sea dragon, but just invest in a bloodlust rune for one of your underwater weapons and then just forget about it and always keep that weapon equipped.
I still don’t get the issue with keeping my stacks when I get out of the water. Sure take them off me in the water but if the same weapon is equipped coming out what’s the problem?

Well, look at your second complaint in your OP.

As you point out, when you remove (unequip) your sword, you lose your bloodlust stacks. You won’t get the stacks back if you put your sword back on; you’ll have to go get them again. This is all assuming you’re not keeping a Bloodlust weapon equipped in your second set while changing the weapon (in which case, as noted above by Mo Mo, you’d be able to keep your stacks).
As I noted above, you’re unequipping your terrestrial weapons when you enter the water (and unequipping aquatic weapons when you leave the water). So, you lose your stacks and won’t get them back without reapplying them.

Well, I was pretty annoyed when they changed it without giving the (simple) solution, or at least I didn’t know of it, so I had to find out myself.
They changed this because people would stack bloodlust with their underwater weapons or whatever and had 2 other sigils on their other weapons thus they had an advantage, something like that as I wonder who is that crazy to kill 25 underwater creatures before they start wvw.

I had to buy a bloodlust for 8 chars because of this, so it is expensive. However iirc, people would get a stack of bloodlust on land. They had a bloodlust sigil on a water weapon to hold the stack and they then switched their land set to one with a different set of sigils. This allowed them to have both the stack of bloodlust and the use of the other sigils. It gave them too much of an advantage. In response ANet nerfed how bloodlust was held. You now have to have one on your land set and one on your water set to maintain it completely.
ANet may give it to you.
I hate this too. I step in a puddle and lose my stacks. If they would give us “AUTO-FLOAT” then it would all be better. But currently if u walk into water it tries to shoot you straight down under. As for underwater, Anet steers away from that content now.

They don’t want you to put stacking sigils on water weapon, max stacks under water and then exit water and be able to use all your main weapon non-stacking runes in combat. It makes sense, really. And if they didn’t do that you’d have to endure the tediousness of being compelled to do it, so it’s a good thing.
Just put the stacking sigil on water weapon too if u wanna use it.
from what i remember if you have a exotc sigil on land weapons use those to build up stacks you dont need a exotic on underwater a green one would do.

Yeah, that doesn’t work. The stacks from each tier aren’t the same as stacks from other tiers. You lose your stacks as soon as you enter the water (or leave the water, if you get stacks while underwater).
The flopping-in-your-face logical solution to this would be to have the stacks removed when you go underwater and returned in full when you surface. As this solution is so obvious, there must be some limitation on the game engine itself that prevents its implementation.

Considering the game can’t even remember your Ranger’s pets’ names when you swap to a different one, I’m going to assume yes, there is a limitation.

Pretty much this, take the extra few gold to buy a second sigil to save yourself the frustration. That being said putting you into a float mode where you do not immediately dive underwater and lose stacks would be nice and probably do wonders towards solving this problem.
