A once per account black lion key is a rather underwhelming announcement.
It’s a rather insignificant item when you can only get it once per account I think.
So my suggestion is that black lion key shards could be implemented.
X number of shards gives 1 black lion key.
Shards could be distributed in the pvp reward tracks (and the rest of the world) to give players that little extra sometimes.

The reason for shards rather than keys would be that the low droprate needed for a key would mean that there is no progression. It’s just pure RNG. Nothing to work for, and that’s rather boring.
With shards, you could guarantee a shard for each time you complete a pvp reward track and through that, let people have their progression while still maintaining the rarity of the keys.

I don’t really see a specific need to include the keys as drops in the game at all to be honest, as they are buyable through the gem store for gold-bought gems, but ANet seem to want to have it as a rare reward once in a while and even make news about it, so I present this as an alternative, repeatable, yet rare way of doing it.
One-shots are pointless for insignificant consumable items, but rare repeatables of said consumable items are more interesting and make for better announcements according to me.

Arent there a currency already in the game called black lion ticket scraps, why add a shard all of a sudden?

Tickets scraps (not sure of the name) are for weapons.
The suggested shards are for combining into black lion keys that would be for opening chests.
GW2 has very low drop rates on Black Lion Keys in PvE and ANet have just recently announced that they are “very excited” to announce that they will be offering black lion keys as a reward for some one-shot pvp reward tracks.
Since ANet wants to include keys as a reward, I’m suggesting to make it repeatable and rare, with visible progress instead of/in addition to one-shots.
Because I think that one-shots are rather pointless for a consumable item that, in few numbers, often give no value.
I simply think that this is a better way of doing it.

Black lion ticket scraps make BL tickets, which can be used to buy skins from BL traders. You gather 10 scraps which are then tradeable for a ticket.

Effectively this would extend the same principle to keys so instead of getting 1 key you have to get 10 shards. The shards could drop 10 times as often as keys, making them far more common, even if you don’t get any more keys than present. Then you do know how many shards you have so how close to the next key you are.

Precisely!
And with the added bonus that you can include the shards for repeatable content like pvp reward tracks and still control the rarity by controlling how many shards are needed for a key and how many you get from completing a track.
You can’t necessarily give a full key for each completed repeatable track since that may give out too many keys to players. That is likely why ANet will only give full keys for one-shot content. Key scraps, as said, solves that issue and they can be given repeatedly.

So you basically want an item introduced that you need to piece together just so you get a key so you have a % chance to get another item where you need to piece lots of said item together again so you can finally get a weapon skin?

This wont end well…….Surely anet can come up with a better solution! Actually here I have one for you. Sell the TICKETS directly and drop the need for this rng garbage. Heck with HOT coming and all the opportunity there to make a lot of cash from gems for all sorts of cool “skins” you could release for decorations for our guild halls you really DON’T need to keep this bltc/chest nonsense going any longer.

There we go, fixed your solution for you.

Since when did this business of being a hero become being a business?

If ArenaNet wants to give only one key per account (through PvP reward tracks), and they decided to use your idea of scraps, would they not just give out 10 scraps and call it a day? Why would they feel an incentive to give more than the 10 scraps? If it is for player satisfaction, then why would they not just give more keys?

No shards, no scraps! I hate scraps of things. In Burning Crusade zones when I got a leather scrap I wanted to cry because it implied I’d have to work even longer to get my leatherworking up. Scraps of things is the third worst thing to happen to games behind fall damage and escort quests.

How about a lock pick with a 50% chance to unlock a BL chest?

Ticket scraps blow chunks. Key scraps would, too. This game already has way too many things that need to be stored. More would not be an improvement. I’m not opposed to some way to gradually gain keys — like maybe through PvP reward tracks , but do not wish to encourage either more items to store or more currencies. Maybe a PvP reward track that can gain an account 1 key per week, like PvE key farming can now gain?

If ANet wants you to have more free keys in PvP then they will add more reward tracks with a key as a final reward. I don’t see the value of adding RNG shards to get RNG scraps to eventually get a ticket.

Be careful what you ask for
ANet may give it to you.
