Drop rates are designed to maintain some degree of scarcity of the rarer items, and to prevent runaway inflation. If you really want drop rates to improve dramatically, then the mechanic whereby anyone who tags a mob gets a chance at a drop has to go. In other games, only the 5-6 man party which tagged the mob gets a chance at a drop. In GW2, with its emphasis on herd events, dozens (hundreds in the case of chest bosses) get a chance at a drop from the same mob. That’s a lot more drops.
