i’d like to collect them (some) for my toons and achievement, but tier 3 is expensive to be rare!

karma, dungeon and gold currency can buy exotic gear! hmmm

I’m pretty sure the cultural armors were always intended to be entirely about the skin. The idea from the start was you’d get exotics from elsewhere and transmute the cultural skin over that.

I’ve not actually seen anyone from Anet say that, but it seems the most likely explanation to me.

If they were intended to be entirely about the skin I would have assumed they would be a skin rather than an actual armour piece. Still It doesn’t really matter that much, transmuting them is so easy to do its hardly a big problem, albeit I agree with the OP.

Yep, just a skin. Ignore the item rarity, it means nothing. The exclusivity of the skin is the real value.
