You can exchange gold for gems. If you don’ have gold then just do some dungeons until you earn enough to afford the transfer. Or you can just ask friends to borrow you some.
Or you can delete all your characters, and transfer at no cost. It only costs to transfer characters, not an account.
You can guest to their server from the login screen.
