So how do I transfer a sigil from one weapon that can’t be salvaged to another one? For ex. Weapons acquired with badges of honor.

Atm the only option is the use an upgrade extractor from the Gem Store. Anet have not said this’ll change in the future.

You’d be best off buying a new sigil tbh as the extractor no doubt costs more.

On the bright side – making people buy more copies of sigils means more demand in the market.
