If you did all cities and all maps that are up level 13 you should be about level 40 or so.

You have map completion on all five cities, Queensdale, Caledon Forest, Metrica Province, Wayfarer Foothills, and the Plains of Ashford and you are only level 13?

How in the world did you manage that?

Whoa now. You can go to the other races starting areas to do more level appropriate stuff. Try metrica province or Caledon forest. They’re nice looking.

This. If I had to guess you did the city completion for your home city and you did the starter zone for that city. Still hard to see you being only lvl 13 unless you skipped the dynamic events, but then it has been a while since I’ve done it so I’ll not judge.

Three options:
1) explore the other starter cities and starter zones, you’ll level rather quickly there. Understand that the game isn’t great at pointing you to this as an option unless you talk to random NPCs.
2) do some exploration in WvW, it will uplevel you and is fun (or even Edge of the Mist where I’ve found leveling very easy).
3) Do the next Personal Story mission anyway. Depending on class, you should be able to do one 2 levels higher without much problem. If you are Warrior or Gaurd you can probably do 3-4 levels above with some effort and when truly skilled even higher than this.

It’s better to keep your mouth shut and appear stupid than to open it and remove all doubt.

If you only follow the personal story, you’re going to find it hard to level. If you 100% the map, gather everything, complete every event you see and optionally craft, you’ll find you’re level 80 by the time you get 1/2 way through.

You should also keep an eye out for dynamic events. I managed to get to level 17… only doing queensdale hearts and events. Map exploration… waypoints… skillpoints… and grab an ax, pick, and harvesting tool. That should get you to 17.

Anytime someone says " I did EVERYTHING in queensdale, and I am only level 13…" I Just know there is stuff they missed, and do not realize they missed.

Each race has a lowbie 1-15 zone. To access these areas, you should head through the Lion’s Arch asura gate in your race’s city (if you can’t find it, look it up on the wiki though you’ll earn exp for exploring the city). Due to recent events in the Living Story, Lion’s Arch has been destroyed and these gates will take you to Gendarran Fields. There, you will exit the asura gate and be surrounded by a hub of gates. This hub will take you to any race’s city in the game. You’ll want to go through each one and explore the map just outside of the city. You should find enough content to take you to level 15 or higher for the next tier of maps.

As for the 15-25 map, you can try experiencing a map a little bit higher level than you. Characters are “upleveled” in this game, meaning your stats will get a little bit of a boost in higher level areas (alas, you will still be using the simple skills and traits you normally have). I’d recommend bringing along some food/relevant potions which you can make as a chef (food) or artificer (potion) if you want to try the tougher map right off the bat. Oooor you can just buy off the trading post but you probably don’t have a lot of extra money at this point and you’d be missing out on the experience you gain from crafting. Seriously, try crafting for a bit once you’ve gathered some materials. It’s easy exp and the items created are usually helpful. Maybe give /map chat or LFG tool a shout out to form up a party. Safety in numbers and all that.

I have to agree with the other folks above me, gaining levels are probably the easiest thing to do in this game.
Don’t feel to bad. It’s not really explained that you have access to other starting areas (like, at all).
Arguably, Grinding is in the game – just not until much later, and it does not involve leveling (see ascended weapons/armour & the hunt for legendary crafting). At least that grinding is self inflicted and not 100% necessary.

As everyone said, there are 5 maps that are level 1-15 and getting them all to 100%, even while avoiding to do anything else that gives XP will bring you well over level 15 (heck, just doing a second map will get you close to 20, I bet). For free levels, you can also just explore all 5 racial cities plus Lion’s Arch to 100%. I think it gives about 2-3 levels.

For the rest, I’ll just refer you to this post I made a few minutes ago (since I’m too lazy to basically copy it here): https://forum-en.gw2archive.eu/forum/game/players/Having-trouble-leveling/3991890

Each map has it’s own set of events. Some run by themselves. Some are started by players. If an NPC runs up to you and speaks to you they probably have an event for you. Many NPCs with the option to talk to (rather than just greet) have an event they can give at various times during the day. So look for NPCs that try to flag you down, have orange circles over their heads, orange circles on the map and contested waypoints.

Heck, I’ve been playing since release and I haven’t played all those events. They weren’t on when I was in their area. However, I managed to get a toon to level 70 and she’s got only 35% of the world map explored. My main got to level 80 way before he entered Orr.

That’s probably not even a complete list, either, if the map has any events that spawn based on your personal story (like the Son of Svanir that ambushed my Mesmer in Dredgehaunt a few weeks ago, because she helped the grawl in her order story).

If you only do the map completion by running from heart to heart, then yes it is possible not to level appropriately. IF you kill things on your way to the next heart, POI, vista whatever and also do most of the events that you come across then you should be at the max level for that area by the time you complete the area.

Just getting map complete on all the cities, including LA should get you to level 10 without even fighting anything. I find this claim to be very hard to believe.

As several have mentioned there are 1-15 areas for all starting areas and races.

Since it sounds like you’re new, this is how to access those areas in plain-speak:

Go to ANY WvWvW map via the icon at the top of the main screen (don’t freak out, you will only be there ~10 seconds).

There are Asura gates there… find the one that says “Lion’s Arch”… because of the last Living Story chapter, it now takes you to Vigil’s Keep (the refuge after the attack on Lion’s Arch).

When you arrive at Vigil’s Keep, there are a ton of Asura gates… the group of gates behind the Cultural Armor Vendors take you to each of the major cities except one… Ebonhawke. Ebonhawke can be accessed via an Asura gate in Divinity’s Reach.

Each of the major cities exits to its own set of maps – starting with 1-15… I have NEVER run out of maps, events, etc BEFORE I hit 80… in fact, I usually level to 80 before finishing every map for ONE race/major city.

EDIT: IF you step outside a major city and wind up in an area that’s too high level (done that), go back in and find another exit.

How…how is this even possible!? I was level 16 before I even left the FIRST ZONE! Follow the suggestions that have been posted, I won’t reiterate them here. If you are not at the max level for that zone, you might want to go back and see if there was anything that was missed. Make sure you have 100% before leaving, that will help you level up quite a bit.
