unique NPC wardrobes and hair

So I’ve been wondering, do some NPCs have unique hairstyles and clothes? Like for instance, I really want Korukhan ‘s outfit, but I don’t think I’ve ever encountered that.
I think I remember seeing unique hairstyles from NPCs too. I wonder if they will never be available for players.
