They probably won’t be able to say for sure until shortly before the actual launch. We can go by their past history:
- GW2’s headstart was scheduled to start on 28 Aug, midnight pacific (ANet local) time; actual release was a few hours before that.
- Most scheduled game updates have been after 9 am pacific and before noon. (There have been a few exceptions.)
So if you want to plan based on the “best” educated guess we can make, I’d go with ANet hoping to release it at 9 am pacific, with a good chance they’ll be ahead of schedule by a few hours and a small chance they’ll be behind that. (That is, assuming they don’t announce a specific time sometime in the next few weeks.)
They should just do midnight, that’s what they did for GW1 release if I remember correctly it was 12:00 am EST.
Well I am really exited for HoT but Taking the day of just to play it a litte earlier sounds to me pretty dumb… It’s not like the game will run away from you. But that’s just me. Lets say that they say it will release early but at release time there are some problems so they have to delay it with 8 hours… You took the day of for nothing, instead you will waste your precious time sitting on the forums complaining at the devs for not keeping their promise. One can never know, so I would guess Anet will do just as they do with every update. Somewhere around “that time at that day”.

((Points to tomorrow)) Well, we can see at least one example of them turning on the content at noon Pacific time.
I really would expect them to press the big red button at a time when their tech staff is in the office and ready to put out fires.

Just to add the chaos – the Beta Weekends typically start at noon Pacific.
We’ll probably see an official notice sometime in October.
The last BWE was scheduled for noon but was operational some time before that, by at least thirty minutes. They do like to do things ahead of time when they can. This might annoy those who want to squeeze in every minute (and in HoT, if there’s not a lot of heads up notice, people could lose out on names if they haven’t had character slots to make placeholders and they don’t log in until the listed time). But I think it helps spread out the load of people rushing into the game and keeps it all a lot smoother.

A coworker and I are planning to take the day off regardless. The only change will be how late I sleep in that morning so I can game as long as possible. Not that my coworker likes it but I want to be one of the firsts to figure out the new JP’s
