I unlocked the Agent’s pack from the collection on one character. How do I get it on a second character now that it has the Initiate’s pack?

I think the only way is to transmute the skin onto a backpack that your other character possesses.

I want to upgrade it to the agent’s pack on my 2nd character (not just the skin) – I am guessing I probably have to finish the hot story on the 2nd char also

Pretty sure the packs are account bound initially, so unless you’ve bound it, you could move it over.
If you need another though, you have to do the story on another char, though I’d recommend doing one of the other packs, that way you unlock the skin, but still get a pack with the same stats. You can transmute that one.

You’ll have to complete the story on the first character. The rest of the items needed can be done on any character.

You won’t be able to move the Agent’s Pack itself between characters as it is Soulbound on Acquire, at least according to the wiki.

If you want to use the skin on another character, use a transmute charge to apply it.
If you want to use the stats on another character, you’ll need to build extra backpacks- you won’t be able to build another Agent’s Backpack.

Alternatively, you could push to complete the Lightbringer’s Backpack, which can be freely moved between characters- And if you prefer the Agent’s skin, you can transmute that onto it.

Yeah, that achievement screwed me because I only have one character. And I’m not going through all the motions with another just for that one achievement.

Maybe one day they’ll make it accessible in another way.

I ran into the same problem. The Exotic level packs are all Soulbound on Acquire so you have to be careful who you open the achievement rewards chest with. The Ascended level packs are Accountbound on Acquire which makes me wonder why they even structured it this way. I appreciate that Exotic tend to be soulbound, but it seems so unnecessary for three items. Especially if a person is likely to unlock them on already established characters who are likely to have a better tier of gear already, which is the exact problem I found myself in. What’s the point of an item that’s functionally useless because you can’t give it to a character who can benefit from it?

I’m not even asking for the items to not be soulbound, they just need to be soulbound on use instead of acquire. That way a character who needs the item could actually use it and would bring it into line with the rest of the exotic HoT rewards.
