Agony Resistance is only required for Fractals. No other part of GW2 currently requires it.
HoT might have area thingies similar to Agony, but I would expect that to be handled via Masteries (if they are present at all, which I doubt).

Currently there has been no content announced for HoT that requires agony resistance. FotM will require AR as usual.

Why not make Agony Resistance another Account Bound stat like Magic Find or Karma bonus then? Now you could consume your agony infusions like you would Luck.

Gating.

Honestly, that’s all it is. Gating content with a requirement.

Oddly enough, something they outright stated they do not want to do with raids.

Having it character based just makes it a bigger gate.

Why the gear modifying slot? Because that’s all the slot was originally meant for – unlike magic find which took up a stat slot thus making you weaker for the sake of “better loot”.

Dear ANet writers,
Stop treating GW2 as a single story. Each Season and expansion should be their own story.
