So my question is – is it possible to use Elite spec from level 1? is it possible to use new class weapon from lvl 1?

No, you need to be level 80.

Do we know if you “have” to be 80? As far as I currently understand, it’s just a spec like any other, except it can only go into your third spec slot. That would mean you could spec it at level 71 as long as you have the hero points. I could be completely mistaken though, I haven’t been paying “that” much attention to stuff.
