If it does appear it will be a gemstore skin, which is annoying, as Anet don’t seem to be heading towards Cantha or Elona yet we can get the skins from them worlds, seems kind of backwards.
Cantha and Elona aren’t worlds. They’re places on the map in the game.
I’d see us going into the Crystal Desert next, honestly. Now that Glint is dead and her egg is about, we’re beginning to approach the need to wipe out Kralkatorrik, who would likely be the one most interested in it.

I can empathize. I’ve been hankering for this skin the moment I discovered it in the wardrobe. Here’s to hoping its availability is at least confirmed soon, as you said. The wait for the unknown is agonizing.
I will say, however, that I think it is VERY likely that the skin is not yet obtainable in game by any means – the vast majority of HoT skins were discovered during the first few days; skins like Azimuth and the Oni Blade are still yet to be seen.
I’m sure the instant someone gets their hands on one the word will get out quickly – hang in there!
It’s also possible that the drop rate is bugged like Final Rest’s was, even though the devs insisted that it was fine.
