Likely, yes. There hasn’t been word out yet that Anet have changed their policy on that. Since the HoT release included the original core game as well, any next expansion should do the same with previous campaigns.
Consider, that expansion is at least 4-6 month away (we would have last episode of LS3 in July/August and at least 2-3 more months before expansion release). You could play every piece of content in HoT before papaya expansion even hit the shelf.
And most likely Anet “gated” themselves around mastery system. Papaya expansion should include new mastery systems and mastery features of HoT on its maps (otherwise is illogical). But designing every map around person with HoT and without HoT is kind of pain in the back (even more with further expansions).
Yes HoT could be free when papaya expansion hit the shelf, but there is other possibility. They could leave Core game free to play, while bundle up every expansion in the single package. So there would be no standalone papaya expansion, there would be package HoT + papaya with the discount for current HoT owners. But this way is unexpected and would create a lot of drama.
I don’t think bundling HoT with the new expansion would be unexpected, as that is exactly what ArenaNet said they would do. What might be unexpected would be to give a discount to prior purchasers.
I don’t think HoT will become Play4Free, though, like the Core game.
Papaya expansion should include new mastery systems and mastery features of HoT on its maps (otherwise is illogical). But designing every map around person with HoT and without HoT is kind of pain in the back (even more with further expansions).
It’ll have masteries, but masteries were originally meant to be expansion-specific, so anything from HoT shouldn’t be used again. If they do want to use gliding again, they could just do it like other MMOs where the new content requires you to relearn it. From the leaks however, we already know that jumping mushrooms for example have been replaced with jumping mounts.

If new exp does come with HoT as part of the package, i don’t see any reason not to use gliding in it. It’s very cool mechanic.
