Buying HOT in Japan
According to the HoT website, there are no official retailers for the game in Japan. Not buying through an approved retailer is risky for your account.
Having said that, I would contact Support. They can give you the definitive answer – the forums may give out retail advice which whilst good intentioned, end up leading you to a site which will cause you issues down the line.

Yeah I was told by support to us Amazon, without direct link and the one I got is a little fishy and charges 9,856 yen which is not even sure if it is Standard, Deluxe, or Ultimate. So it leaves me quite sad that it is so hard to buy it our here. I want to give them my money, just wish they wanted it.
Buy direct from Anet using the shop link, you will have accept the exchange fee or, as suggested, contact support.
BTW, 1.00 JPY = 0.00979519 USD
( compared to me 1.00 CAD = 0.779265 USD you are getting off real easy).

I purchased HOT in Japan.
The safest way is to purchase directly from the website here. (Upper right corner under SHOP). They take Japanese credit cards. Just make sure your country is set to Japan.
I would be careful of purchasing from a third party site. It may be more expensive, more likely to be hacked and even possibly the account key you get may be for a hacked account that will get you banned.
I have no idea why support would tell you to go to Amazon. GW2 has always been purchaseable from the website, even if you are in Japan. I have never had any problems buying from the site or in-game shop. There is zero reason for you to go to Amazon or any other site.

Yeah I’d agree with what has been said, buy it directly off Anets official website. I have bought it in Japan and there have been no issues. Judging by the horrendous markup for physical copies of PC games over here, and the dubious quality assurance, getting it from this site is just safer and likely cheaper.

I really appreciate it. I am going to look into seeing if I can get a credit card set up soon then. When you guys brought it, did you incur any kind of conversion fee or extra fee due to the bill itself being in dollars as oppose to yen?
The payment will pass on the credit card in US dollars. After that, on your statement, the bank/credit card issuer will make the conversion from US dollar to Yen and you will be charged that amount in Yen in order to pay back the bank/credit card issuer.
