Is the expansion just for the new areas and dungeons and stuff? Or does it include the revenant class?

(80s) Chronomancer, Reaper, Tempest, Druid, Berserker, Daredevil, Revenant.
(Below 80) Guardian, Engineer.

It’s safe to assume Revenant will be restricted to HoT owners.

Yes, it includes the Revenant Class. Not purchasing the HoT expansion means not playing the Revenant Class.
