So it starts on Friday 21:00 MESZ (12:00 PDT), thats in 15 minutes, until Monday 09:00 MESZ (midnight PDT of the previous day). So it runs (in the PDT timezone) exactly until the last second of Sunday.
No it includes Sunday. Midnight on Sunday, is the end of the day, technically speaking.

The UTC times listed conflicts with that, though. According to UTC times listed in the post, short of chronomancer miracles, there’s no way it could end at 7 AM on the 4th in Europe but continue to run in NA until the following midnight, because that would be 7 AM UTC on the 5th.

Which isn’t a typo. Noon Friday is 7pm UTC, and midnight Sunday is Monday 7am UTC.
I dunno how you use “Sunday at midnight” but I usually mean “11:59pm Sunday plus one minute”. It’s a simple misinterpretation tbh
Any serious time definition use the 24 hour format. Scientific, military, gubernamental, etc. Not doing so is just a bad habit.

I would usually assume it would be the midnight from Sunday to Monday as well (with it being a weekend and all), but then the information us Europeans are getting doesn’t make sense. Because if it ends at 7:00 AM UTC on Sunday the 4th (which is 9 AM here) and we’re ahead of NA times, where does the extra day come from? Because it’s not as easy to mistake one day’s 7 AM for another as it is to mistake a much more vague ‘midnight’ for something else.

It doesn’t say 7:00AM UTC on Sunday. It only states midnight Pacific Time on Sunday, which means 7:00 AM UTC on Monday. There’s no extra day.
